I'm leaning towards option A. There's gotta be some shady business rule that's excluding Bob Smith from the approval process. Sounds like someone's playing favorites around here.

True, but it could also be that Bob Smith is a VIP and that's why the approval is being skipped.

I'm not sure, but it could also be option B. If Bob Smith doesn't have a delegate set up, that might explain why the approval is being skipped for him specifically.
