I agree, C is the way to go. Who wants to waste time tracking down obscure job reports? This is a normalization issue, so the dashboard is where I'd look first.

I prefer to review the Last updated date of the Central Data Service Download Status jobs, it gives a clear indication of when the content was last updated.

Option C seems to be the most straightforward way to check the download status. I don't want to be digging through job reports or business rules when I can just look at the relevant section on the dashboard.
