Hmm, I'm not too sure about Paused now Interviews being relevant here. Shouldn't the administrator be focusing on the workflow time triggers that are causing the issue?
Time-Based Workflows and Apex Triggers seem like the obvious choices here. The organization's workflow time triggers are running into an hourly limit, so those two processes should definitely be reviewed.
