Option E: The program manager should just show up at the next meeting with a large 'Hurry Up' sign and a whistle. That should get the project manager moving!

D is the way to go, in my opinion. The program manager needs to take a more active role and work closely with the project manager to get things back on track. They should probably also consider a career change for the project manager - maybe a job as a professional procrastinator?

I'm torn between C and D. The program manager could try coaching the project manager, but they may need to get more involved if the delays persist. Maybe they should develop a backup plan just in case.
