I bet the Head of RPA would love to take credit for this, but let's be real, they're probably too busy automating everything to actually implement the processes.
The Business Process Owner seems like the obvious choice here. They're the ones who define and own the processes, so they should be responsible for getting them implemented.
I think the Release Manager is responsible for implementing processes into Production. They oversee the entire release cycle, including deployment to the live environment.
