Half squats with external hip rotation? That's an odd one. I don't see how that would isolate the soleus. Sounds more like a glute exercise to me.

Hmm, I think the seated ankle extensions with straight knees would be best for isolating the soleus. The standing heel raises might work too, but I'm not sure if that would also engage the gastrocnemius.
