The real key issue is deciding whether to give out bonuses in the form of gift cards or just cold, hard cash. I mean, who doesn't love a good 'Employee of the Month' t-shirt?
Devising methods to measure achievement of each competency? Now that's a real head-scratcher. I'd rather measure the height of a cloud than figure that one out.
Identifying competencies that affect performance? That's the easy part. It's like asking which part of a sandwich is the bread - it's the whole darn thing!
Providing learning opportunities? That's like the whole point of a competency-based system. What kind of masochist would choose that as the 'not a key issue' option?
I disagree. I believe the answer is C) providing learning opportunities. Without learning opportunities, employees may not be able to develop the necessary competencies.
Developing the merit pay grid? That's a key issue if I ever saw one. Whoever came up with that as a distractor needs a lesson in competency-based pay systems 101.
