I think 'Delete Restricted' Administrator role is for limiting deletion permissions.

Hmm, let me think about this. I'm pretty sure the SSO Administrator, NSX Cloud Admin, and vCenter Administrator roles can be assigned from the console, but I'm not certain about the others.
