This is a tricky one, but I'm going to guess Serbia. They've had some economic challenges in recent years, but their GDP might still be higher than Romania's.

If I remember correctly, Ukraine has been struggling economically, so I doubt they'd have a higher GDP per capita than Romania. I'm going with Hungary.
