Wait, you're telling me the router's CPU is critical but you don't think it's critical? Sounds like this router is doing the hokey pokey - one CPU core in, one CPU core out, and a whole lot of spinning around.

Option D? Really? That's like putting a band-aid on a broken leg. Changing the alert trigger threshold doesn't actually fix the underlying issue with the node's CPU utilization.

Hmm, I'm not sure C is the right answer. What if I need to adjust the threshold for multiple nodes? Wouldn't option D be better for that?

I agree, C is the way to go. Adjusting the global threshold doesn't seem like the best approach since it would affect all devices, not just the one you're concerned about.

Option C looks like the right choice here. Changing the critical CPU threshold on the node itself seems like the way to go to reflect your own definition of critical utilization.
