I'm leaning towards option D, 'Only FTE'. I've seen a lot of project management tools that use FTE as the primary input for resource capacity.

Hmm, I don't think 'Neither' is correct. Resource capacity has to be based on something, and FTE and schedules are the most common sources of that information.
