I'm pretty sure the answer is C. You can't just have any old software running around on the network, it's gotta be approved and accounted for. Blacklisted software, no way José!
I'm gonna have to go with B. Unlicensed and unallocated installations seem like the most likely candidates for the blacklist. Gotta keep those rogue programs in check!
