D. Inherent SLE seems like the right answer to me. The indicator failure factor is all about the impact on the initial loss estimation, not the final risk score.

Hmm, tricky one. I was thinking it might be the inherent ALE (A), but I can see the logic behind C. Residual ALE. Gotta carefully read those definitions!
