The Product Backlog is the project plan in Scrum, and it's supposed to be flexible. Trying to rigidly update it on a schedule would defeat the purpose of Agile.
I agree with Shoshana. The Product Backlog is the living document that evolves to keep the project on track. Updating the plan before or after specific events seems unnecessarily restrictive.
Option B is the correct answer. The Product Backlog is the plan in Scrum, and it's updated as new information and insights emerge, not on a fixed schedule.
