That's an interesting perspective, but I still believe that option A and C are the best choices for creating Scrum Teams in alignment with Scrum's principles.

I disagree, I think managers collaborating to assign individuals to specific teams can also be consistent with Scrum's values of collaboration and cross-functional teams.

Totally! And E is a big no-no. The Chief Product Owner shouldn't be the one determining team structures. That's the team's job.
