Hmm, I'm not so sure. I think D) Prior to starting a new project is the best answer. You want to get the Definition of Done sorted out before you dive into a new endeavor, don't you? Otherwise, how will you know what 'done' even means?
C) During Sprint Planning seems like the logical choice to me. That's when the team gets together to plan the next Sprint, so it makes sense to align the Definition of Done at that time.
I agree with Bethanie. The Sprint Retrospective is the perfect opportunity to review and refine the Definition of Done. It's all about continuous improvement, right?
I think B) During the Sprint Retrospective is the most appropriate time to change the Definition of Done. That's when the team can reflect on how the current Definition is working and make adjustments as needed.
