D is an interesting option, but I worry it would just delay the actual work the team needs to do. Better to keep the focus on delivery while also improving the environment.
I'm not a fan of C - accepting partially done work just seems like a recipe for a dysfunctional Scrum process. Better to focus on building up the team's skills and tools.
B and E seem like the most reasonable options here. The Scrum Master should work to improve the team's capabilities over time, while also setting a realistic Definition of Done given the current constraints.
