Definitely B, the Scrum Master should use active listening and open questions to help the team work through their disagreement. D is just ridiculous, why would we send them to HR?
B and C are the right choices here. The Scrum Master should use coaching techniques to facilitate discussion and bring the team to consensus, but may need to involve an external expert if they're stuck.
