Refinement meeting and release planing are no scrum events. The others are, and they are all about feedback: inspection and adaptation. (And in order for the inspection to have a good outcome, the artifacts need to be transparent)

Option D seems like a good choice to me. The Product Owner should have the final say on whether the Sprint Goal has been met, not just the Developers or Scrum Team.

I believe the Sprint concludes when the Product Owner decides enough has been delivered to meet the Sprint Goal.

I agree with Melina. It makes sense that the Sprint ends when all the work is completed and meets the criteria.

I think option C is the best answer. The Sprint concludes when all the Product Backlog items meet their Definition of Done, not just when the Developers finish their tasks.
