You know, I bet the answer is C. It just makes more sense that the Fee would be subtracted from the Supplier Bill Rate rather than the Buyer's.

I think it's going to be either B or C. The Fee is either subtracted from the Buyer or Supplier Bill Rate, but I'm not sure which one.
