Validation and Assignment Rules? Nah, that's not the right tool for this job. Sharing Sets and Manual Sharing might work, but Profiles and Permission Sets are definitely the more elegant solution.

I agree, Profiles and Permission Sets seem like the way to go. It's more scalable than manual sharing, and you can easily adjust the access levels as needed.
