I'm just imagining these admins frantically trying to deploy their changes, like a bunch of kids fighting over the same toy. Sandbox is the way to go, but they really need to get their act together!

Yep, C and D are the way to go. Page Layouts should never be deployed via Change Sets, that's a recipe for disaster!

A sandbox is definitely a good idea, but the issue here seems to be with how the Change Sets are being deployed. I think options C and D are spot on.

I believe option C is also true. Admins deploying Change Sets over each other can lead to fields disappearing.
