Looks like a 'Bulk'-sized challenge, but I think option C is the way to go. Can't 'Apex' the question, gotta 'Bulk' up on those APIs!

This is a tricky one, but I'm leaning towards option C as well. The Bulk API and Streaming API seem like a solid combo. And the Apex REST API and Analytics REST API should handle the other needs nicely.
