Hmm, this is a tricky one. I'm going to go with Context Rules, just because it sounds more 'contextual' and that's usually the first layer of logic, right?

Advanced Rules should take precedence, as they are more powerful and can override the simpler Context Rules.

Context Rules will be enacted first at runtime. That's the order of execution according to the product documentation.
