I believe both A) and B) are valid reasons for the import failure. We need to make sure those records are created before trying again.

Hmm, I would have thought that missing user or contact records could also be a reason for the failure. Maybe C or D are the correct options too.

I agree with Rutha. Another reason could be that the portal profile record has not been created.

I think the import failed because the portal role record has not been created.

The portal role and profile records are definitely important for the import to work. I'm guessing option A and B are the right answers here.
