Hmm, I'm leaning towards A and D. New data sources could definitely lead to more overlap, and tightening up the identity resolution rules would increase the consolidation rate.

I don't think the increase is due to identity resolution rules being removed. It's more likely that rules have been added to increase the number of matched profiles.
