Hmm, I'm not sure about D. I thought Text Area (Long) fields could be changed to regular Text fields. But I agree that B and C are the limitations to be aware of.

Interesting question! I think B and C are the correct answers. Changing the data type of a field referenced by Apex code or an External ID field would definitely be problematic.
