Gotta be a hard bounce, right? I mean, if the ISP is straight-up refusing to accept the emails, that's a pretty clear indication of a poor sending reputation.

I'm going with option C - a block bounce. That's the most obvious sign that the ISP has a problem with NTO's reputation and is actively rejecting their emails.
