I'm just going to go with Option B, SOAP Form. I mean, who uses REST APIs these days anyway? That's so 2010s. SOAP is where it's at, baby!

Well, this is a no-brainer. The developer should use an HTML Form to integrate with the REST API. That's the standard way to handle form-encoded data.
