Hold up, guys. Isn't HTTP Form the way to go here? I mean, the question does say the service expects form-encoded parameters, and HTTP is the protocol, so that seems like the logical choice.

Well, this is a no-brainer. The developer should use an HTML Form to integrate with the REST API. That's the standard way to handle form-encoded data.
