D) Editing the user profiles? Sounds like a lot of work, especially if there are a lot of users in that permission set group. I'd rather automate it with a new permission set.

A) Using a muting permission set sounds like a clever workaround, but I'd rather just create a new permission set from scratch. Keep it simple, you know?

I disagree. I think using a muting permission set with a permission set group to mute selected permissions would be more efficient.
