Option A is the answer, right? I mean, if the stage requires additional resources, the Project Board would need to consult with the big bosses to get that approved.
I'm going with Option C. If the Senior Supplier or Senior User needs to be changed, that's a big decision that the Project Board can't make on their own.
I think Option D is the way to go. Any change request should be approved by the appropriate authorities, so that's when the Project Board should seek guidance from the higher-ups.
Option B seems like the obvious choice here. If the project is forecasted to exceed its tolerance levels, the Project Board should definitely refer to higher management for a decision.
I believe that referring to corporate or programme management is also necessary when there is a forecast that project level tolerance will be exceeded. It's crucial to manage risks effectively.
