Well, if both teams have the same number of members and sprint duration, then the difference in their estimates must mean they've sized the project differently. Option D seems to be the most logical conclusion.

I'm not sure proposed technology has much to do with these estimates. The question clearly states the teams have the same number of members and sprint duration, so I don't think Option C is the correct answer here.
