I'm not sure about that. Isn't the 'What is the vision?' step more about defining the desired future state, rather than identifying the ITSM software tool? This question is tricky.

Option B seems to be the correct answer. The 'How do we get there?' step in the CSI approach would specify the objectives and business case for the improvement project.
