I think option C is the correct answer. The Declare OnChange rule would be useful to suspend the active case until the address can be confirmed when a user updates their address.

I'm not sure, but I think scenario D could also be a valid option. When a manager approves a case, routing it back to the case worker could benefit from a Declare OnChange rule.
