Ha, this is a tricky one! I can imagine the exam question-writers trying to trip us up. I'd say the safe bet is the Foundation Layer, but I wouldn't be surprised if the 'correct' answer is something unexpected.

I can see both of your points, but I'm leaning more towards the Core Layer. The API is going to be responsible for a lot of the business logic and data access, which are central to the architecture.

I'm not so sure about that. The API module seems more like an interface between the end-users and the core functionality, so I'd argue it should be in the End-User Layer.
