I think the last step is to import an X.509 certificate into the OCI vault.

This is easy! D, C, E. You can't connect to the DB without the credentials stored in a secret, and the vault and X.509 cert are needed for security. What could be simpler?

D, C, E for sure. You need to store the DB credentials in a secret, and you'll need a vault to hold the encryption key for the secret. The X.509 cert is probably for SSL/TLS connectivity.
