The SSH command is forwarding the remote port 3306 to the local port 3311, so the connection should be using 127.0.0.1:3311. I'll go with C.

Hmm, the SSH tunnel is created on the client machine, so the MySQL connection should be made to the local address, right? I think B is the correct answer.
