I agree with Kathrine and Jackie. A, B, and E are the three operations a SYSOPER user can perform. Trying to CREATE or DROP a database is probably a trap answer.

Hmm, I thought SYSOPER could only perform operations related to starting, shutting down, and recovering the database. CREATE and DROP DATABASE sound like admin-level privileges to me.
