That's true, but if Oracle Clusterware is down, then patching won't work regardless of the compute nodes being up.

I agree with Naomi. Having the Clusterware running is a basic requirement for any patching operation. Anything else would be just asking for trouble.

Option D is clearly the correct answer. You can't patch Grid Infrastructure or database homes if Oracle Clusterware is down. That's just common sense, right?
