I don't know, Option D looks pretty interesting too. A far sync instance plus a snapshot standby sounds like it could provide the flexibility they're looking for.

Option B seems like the best choice here. Synchronous redo transport ensures zero data loss, and the ability to convert to a snapshot standby for testing is a nice feature.
