Haha, I can't imagine trying to fit a 20-node cluster on a 16-port switch. Option D is the clear winner. Might as well throw a hammer at the problem if you go with any other choice.

I'm going with D. Building a separate four-node cluster is the only logical choice here. Trying to force a 20-node cluster on a 16-port switch is just asking for trouble.
