I'm not sure, but it could also be a Constrained VM if the CPU ready time is high.

Inactive VM? Really? The resource usage metrics are the opposite of inactive. This VM is anything but inactive, it's more like a hyperactive VM on a sugar rush.

I'm not sure about this one. It could be an Over-provisioned VM, where the resources are not being utilized efficiently. But the high usage metrics point more towards a Constrained VM.
