This is making my head spin. Why would they have one port at 1GbE and the other at 10GbE? That just seems like a recipe for disaster.

I think the correct answer is C. All the ports are connected, but only two are carrying traffic. That's the most logical explanation for the setup.

The network uplink ports are definitely in Active-Backup mode. That's the only way it makes sense with one being 1GbE and the other 10GbE.
