Hmm, the stub flag? Really? I'm not sure that's necessary for the OSPF Hello packet. But I agree, the Area ID, timers, and DR/BDR are crucial.

Area ID, Hello and Dead Intervals, and DR and BDR addresses definitely need to match. I can't imagine a scenario where the list of neighbors would need to match - that seems like it would be way too specific.
