I'm not sure about option B. The diagram doesn't seem to indicate that the in-profile slope is steeper. C and E also seem a bit vague based on the information provided.

A and D seem logical to me. The slope-policy diagram clearly shows that out-of-profile traffic has a higher discard probability than in-profile.
