I'm going to have to say Option C is the way to go. Importing all the Internet routes and advertising them to CE1 is the only way to ensure full Internet connectivity. Anything less and CE1 might as well just stay offline.

I think Option C is the correct answer. PE1 should import all Internet routes and advertise them to CE1 through the Red VRF. That's the only way CE1 can access the Internet.

Option B doesn't make sense. How can the Internet VRF on PE3 import routes from the Red VPN? That's not how it works.
