I'm leaning towards Option C. The Route Target is typically used to control the distribution of VPN routes, so it makes sense that it would be used to associate the CE routes with the VRF.

Option B seems the most logical choice here. The Route Distinguisher is used to associate the CE routes with the appropriate VRF on the PE.
