Mixing node models is never a good idea, especially with a major version upgrade like 9.8. This is probably the root cause of the problem.

The speed mismatch between the AFF A300 and AFF A700 nodes is definitely causing the latency issues. I'm surprised they didn't catch that during the expansion.
