I'm going with D too. Come on, people, environment variables are like the secret sauce of web development. If you're not using them, you're doing it wrong!
Option C is not a bad idea, but maintaining a separate configuration table can get messy and hard to manage as the project grows. Environment variables are the clear winner here.
