Aha! I bet the security role isn't set up properly. Those similarity rules can be a real pain if you don't have the right permissions. Or hey, maybe the rule is just straight-up deactivated. Gotta love it when things just don't work for no good reason.

Hmm, the exact match on the Modified On field not working? Sounds like a real head-scratcher. Maybe the field needs to be set as searchable in the entity customization. Or perhaps the rule just needs a good old-fashioned publishing to make it work.
